KENYAโ€“SOMALIA BORDER SECURITY ENVIRONMENT REMAINS ELEVATED THROUGH 2026

This report reviews the security situation along the Kenyaโ€“Somalia border from January to August 2026, highlighting key threat patterns, affected areas, and the continuing risks posed by militant activity, while providing a forward-looking assessment of likely security conditions through December 2026.

The security environment along the Kenyaโ€“Somalia border remains elevated, with Mandera continuing to record the highest concentration of significant incidents reviewed by the HIFILES Security Desk during 2026.

Between January and early August, publicly available reporting recorded repeated security incidents across Mandera, Garissa, Wajir and Lamu, as well as adjacent areas of southern Somalia. These included roadside explosive incidents, attacks on security personnel and installations, violence affecting civilian transport and communities, and counter-terrorism operations carried out by Kenyan security agencies.

The pattern observed during the reporting period indicates that the threat remains largely asymmetric and mobile. Rather than attempting to maintain territorial control inside Kenya, suspected Al-Shabaab elements have continued to rely on limited-duration attacks, explosive devices and targeted violence capable of creating insecurity while reducing their exposure to sustained security-force engagement.

Mandera remains the primary area of concern. However, serious incidents recorded in Garissa and Lamu during July demonstrate that the threat is not confined to a single county. Wajir also remains exposed because of its proximity to Somalia and the continuing possibility of cross-border militant movement.

Kenyan security agencies have disrupted a number of attacks and carried out operations against suspected militant positions. These efforts have placed continuing pressure on militant networks. However, the recurrence of incidents throughout the year indicates that the underlying threat has not been fully contained.
